Job Description
The St. Louis Economic Development Partnership (the “Partnership”) is a not-for-profit corporation, established under Section 501(c)(4) of the Internal Revenue Code for the purpose of promoting and developing industry, commerce, and economic development in St. Louis County and the City of St. Louis, creating high-quality business and employment opportunities, and enhancing the quality of life by advancing long-term, diversified growth throughout the St. Louis region.

The Partnership works to grow the number of foreign-born entrepreneurs and employees in the St. Louis region through the St. Louis Mosaic Project (“Mosaic”). Mosaic works to impact the regional growth and economic prosperity of the St. Louis region through immigration. The future growth of the St. Louis region depends on the attraction and retention of people with heritage from Latin America. To that end, Mosaic actively supports the Hispanic Chamber of Commerce of Metropolitan St. Louis and other organizations that serve the Hispanic/Latino community.

The Partnership issues this Request for Proposals (“RFP”) for the services of an Hispanic/Latino outreach consultant. This contract will be on an off-site, part-time consulting basis, called “St. Louis Mosaic Project Hispanic/Latino Outreach Consultant.” This contract is for a term of six (6) months, to begin July 16, 2018, and end January 18, 2019, with option to renew for two (2) additional six (6)-month terms. 

Scope of Services

Pursuant to this RFP, the successful bidder shall work with Partnership staff to provide services including, but not necessarily limited to, the following: 

 Coordinate with and support the Hispanic Chamber of Commerce of Metropolitan St. Louis, especially efforts to establish new entrepreneurial Latino businesses;
 Support efforts to increase Latino participation within the construction industry;
 Expand the use of Mosaic’s “Loteria” bi-lingual game to increase regional and national media awareness of the welcoming nature of St. Louis;
 Assist the St. Louis Agency on Training and Employment and other government organizations as a resource to serve Latino clients, to improve outreach to Latino workforce, and to increase Latino applications for open positions;
 Present, upon request, to general community groups about Mosaic’s mission, immigration data, and the Hispanic/Latino community;  Attend monthly Latino community meetings such as PLAN (Professional Latino Action Network), ISPN (Immigrant Service Provider Network), Hispanic Leaders Group, and EMLICC (Eastern Missouri Latino Initiative Coordinating Committee)
 Act as a liaison between Mosaic and primary and secondary schools throughout the region with a significant number of Latino students; and
 Identify issues facing the Hispanic/Latino community and recommend creative solutions, e.g., solutions to generate applicants for Hispanic scholarship opportunities and to encourage Latino employee resource groups at local companies to create scholarship and/or service opportunities.

The successful bidder shall report to the Executive Director of Mosaic. The successful bidder shall synthesize information from several sources to understand and address any Hispanic/Latino community needs.


The consultant should meet the following requirements: 

 Self-directed and independent, capable to perform the services without day-to-day oversight or direction;
 Willingness to immerse oneself in the regional Hispanic/Latino community (knowledge of the St. Louis, Missouri, and Southern Illinois Hispanic/Latino communities desired);
 Excellent verbal and written communication skills, including the ability to facilitate and mediate conversations involving sensitive issues;
 Ability to develop and deliver presentations to Hispanic/Latino community groups;
 Problem-solving skills and ability to create solutions;
 Ability to plan, organize and prioritize assignments, projects, and daily tasks;
 Ability to assess problems and identify solutions independently;
 Sound judgment and decision-making skills; and
 Bilingual (English/Spanish) preferred but not required.
